Topic:  Legislative Update

About Our Speaker: 

Dorinda Adams, served 32 plus years within the Maryland Department of Human Services beginning her career recruiting, training, and licensing Foster Homes. She supported Child Protective Services by identifying the placement best suited for a child entering care. After 10 years serving at local Departments in Child Welfare she transferred into Adult Services at the administrative level. Within a month of her entering the executive branch of government she was sent to the Maryland General Assembly as a Program Specialist on behalf of the Project Home program. In 2006 she led a multi-collaboration to support Project Home’s statutory return to the Department’s full authority after being included in the Assisted Living program in 1997.

She was part of a multi-Departmental workgroup that drafted legislation for the Maryland Caregivers Support Coordinating Council that became law in 2001. She worked with Senator Delores Kelley in 2016 and 2017 to adapt the Council’s statute to become the Maryland Commission on Caregiving.

Her passion for supporting Family Caregivers extended beyond the state of Maryland when she was asked to be part of a national workgroup to draft the federal Lifespan Respite Care Program statute.

She served on many workgroups, task forces, Commissions that were multi-Departmental that required her to have expertise of each Department’s role in not only the work of the group but also the scope of their respective practice.

She has developed and trained local Adult Services staff in both Pre-Service and In-Service Training. She has presented workshops at all levels of state and local government as well as national conferences on Respite Care and Adult Protective Services.

She became a Field Instructor with the University of Maryland School of Social Work and had the honor to work with nine MSW Interns. Two of the nine she was able to hire for positions within the Office of Adult Services.

After 32 years of service, she retired but returned on contract for 2 additional legislative sessions to provide support to staff within the Department of Human

Services. She retired in April 2023. She volunteers for AARP Maryland as a Legislative Advocate and is leading a grassroots coalition to support the passage of Income Tax – Caregiver Tax Credit (SB 202 & HB 32) during the 2024 Maryland General Assembly.
